... The Articles of Confederation were drafted in 1777 by the Constitutional Congress. The Articles reflected the 13 states’ wariness of strong central government. The Articles were created in the middle of the Revolutionary War, and thus entrenched a share of power in the individual states. Government consisted of a committee of delegates made up of representatives from each state, rather than executive and judicial branches. These individuals made up the greater Congress, a national body that conducted foreign affairs, and had the power to declare war. The Congress did not have the power to collect taxes, enforce laws, or play a role in interstate commerce (Archiving Early America).
In the next decade, many states began to feel that the Articles of Confederation did not provide for the strong central authority needed in matters of foreign policy, and some states suffered financially from the absence of a strong central figure (Grolier Encyclopedia). The Federal Convention assembled in Philadelphia’s State House to revise the Articles of Confederation in 1787. This marked the beginning of the Constitution of the United States.
